Question: I am a newly admitted undergraduate at WVU, may I ask when I may have access to electronic journal articles and other electronic library resources

Once you have registered for classes and claimed your account/set up DUO 2-factor authentication, you should be able to access our electronic resources. 

Be sure to begin from a link on the library website - library.wvu.edu.  Those links will send you through the proper authentication steps where you will login with your WVU username and password - then pass through DUO as the final security step before accessing the journal articles, ebooks, etc.
